Special Ability
Pack Mule is allowed to participate in Tavern quests before evolving.
Pack Mule's bonus to Tavern quest rewards applies to all rewards, and not just EXP, GP, and QP.
Strategy
Since Pack Mule has a bonus to Tavern quest rewards, a good strategy is to evolve it to a class that will be useful long term in Tavern. One especially useful choice is to evolve it as a Mage and use it to run the Mage Training (level SS) quest and get a bonus to the growth provided by that quest while still leaving the other five slots open for pets you want to grow.
